MN Requirements and Certification

As of July 1, 2025, Minnesota will require operators 21 years of age and younger to possess a valid watercraft operator’s permit for motorboats and PWC.
The permit requirement is being rolled out in phases, gradually including older age groups until full enforcement in 2028. 

  • July 1, 2025: Operators born after June 30, 2004, need the permit. 
  • July 1, 2026: Operators born after June 30, 2000, need the permit. 
  • July 1, 2027: Operators born after June 30, 1996, need the permit. 
  • July 1, 2028: Operators born after June 30, 1987, need the permit. 

This means by 2028, anyone under the age of 41 will need a permit.

Canoe, Kayak and Paddleboard Online Safety Course
Free Certification

This course offers an introduction to paddling safety and covers rules of the water, what to do in an emergency, and other tips to enhance paddlers’ knowledge base and operating skills. Basic boating knowledge will make your paddling experience safer and more enjoyable. Note that this is a supplemental course and does not meet youth operator’s permit requirements.  Send us a picture of you with your canoe, kayak or paddleboard and certificate of completion and we will post your picture!
